A small portion of your electric bill is set aside under California
law to be invested in "public goods." These can include helping
residents and businesses save energy so that we have to build fewer
power plants, helping low-income residents afford a basic level of
power, or developing new, clean sources of energy.
PCL has helped several Central Valley public utilities focus on better
energy efficiency, renewable energy, and low-income assistance
programs so that we all get more out of the public goods investment.
For instance, PCL helped Modesto and Turlock Irrigation Districts,
which provide electric power to their regions, to fund programs that
actually result in less energy use, rather than simply shifting the
time of day when energy is used. PCL has also urged that air
conditioner rebates be focused on the most efficient and effective air
conditioners. These programs have short-term impacts, but also invest
in building a longer-term market for more efficient home appliances
and business machines."
