In 2000 and 2002, voters passed Propositions 12, 40 and 50, which provide billions of dollars for park, recreation and water projects throughout the State. PCLF is measuring the extent to which recent park and other resource bonds have met the goals of California's park-poor communities, including identifying the barriers that make it difficult for these communities to access funding under the bonds, proposing recommendations for reforms, developing a strategy or strategies to implement these reforms, developing programs to increase community capacity to access funding under the bonds, and working to post spending information about Proposition 12 on state websites.
