Virgil Welch joined PCL in January 2004. He works on legislative issues dealing with natural resources. He also works on projects dealing with off-highway vehicles and federal environmental rollbacks. Virgil is a graduate of the University of Texas School of Law and the Lyndon B. Johnson School of Public Affairs.
